2026 Scholarship Deadline is Fast Approaching

The DCCU Cares Foundation’s 2026 Scholarship Contest is a great opportunity to earn a $1,000 scholarship! Applicants are asked to apply by Monday, March 2, 2026.

Each year, the Governance Committee is tasked with preparing a slate for the upcoming election. In October, the Governance Committee presented a slate of two candidates for two open positions to the membership: David A. Kirby and William D. Russell.

A message from DCCU's President/CEO, Barry D. Smith

As I step into the role of President and CEO, I want to begin with something simple and sincere: thank you. Thank you to our Board of Directors for their guidance and confidence through this transition. Thank you to Steve Elkins for his 22 years of dedicated leadership. Thank you to our exceptional staff, who serve our members and community every day. And thank you to our members for entrusting DCCU with your financial wellness. It is an honor to lead an organization that I care about so deeply and have been proud to serve for almost 20 years.

Through my leadership roles with DCCU, I have had the privilege of seeing our credit union from many perspectives. Those experiences have shaped how I lead and reinforced what makes DCCU special. Whether we are helping a family purchase their first home, guiding a young member as they learn to budget, or supporting a small business owner’s dream, we are here to serve. Our mission remains the same – to help improve the financial well-being of our members and community. As I look ahead, there are three areas to which I am especially committed:

Our employees deliver the kind of service that sets us apart – service that is grounded in genuine care, deep expertise, and real relationships. We understand the impact that thoughtful, personal guidance can make during life’s most important financial decisions. There is value in being able to sit down with someone you know and trust. We will continue to invest in the development and engagement of our staff, ensuring they have the tools, resources, and support they need to deliver truly exceptional service.

Throughout my career, I’ve seen firsthand how rapidly banking has transformed – from a time when managing your finances meant visiting a branch, to today, where secure, convenient access is available at your fingertips 24/7. We will continue to refine the digital tools you rely on every day, focusing on a seamless, intuitive experience that best fits your life. We want to do more than just keep pace with change. We also want to ensure we are consistently meeting and exceeding your expectations as your trusted financial partner.

Financial Wellness and Community Partnerships
In 2024, we launched the DCCU Cares Foundation as the charitable arm of our credit union, built on a shared belief that a financially healthy community benefits all of us. Through its Strategic Grant Program, we invest in mission-aligned organizations that provide essential resources and financial education to those who need them most. We look forward to continuing this work by deepening our investment in local community partnerships and initiatives that are making a tangible difference.

I understand that leadership changes are significant, and I want to reassure you that I am stepping into this role with deep respect for our history and genuine excitement for the future. With the support of our exceptional staff and volunteers, we will move forward together, guided by the values that have always defined us.

Feature Story

Building a Legacy with DCCU

When Elvis and Stefany Resto, owners of JBE Services in Staunton, VA, reflect on how far they’ve come, they feel a sense of deep accomplishment. Their journey hasn’t been easy, but at every major turning point, they’ve had the support of a financial partner that helped them move closer to their dream.

Their relationship with DCCU began long before they opened their electrical and HVAC business, drawn by the personalized service they received from DCCU. For Stefany, the relationship started after receiving an unexpected notice from her bank informing her that her longstanding account had been sold during a branch closing. Frustrated, she explored local options, and her first visit to DCCU made the choice clear. “I walked into a DCCU branch, and everyone was so kind,” Stefany said. “Transitioning my accounts was seamless, and I’ve been banking with DCCU ever since.” Elvis felt the same. “I was tired of paying so many fees. At DCCU, the customer service is amazing,” he added.

Two hardworking parents balancing demanding jobs while furthering their education to create stability for their family, neither imagined their personal banking relationship would become the foundation for their future business. “We wanted to build something that would leave a legacy for our children,” Stefany said. “That is the driving force behind why we work so hard.”

As Elvis built a strong reputation in the electrical field, the opportunity to expand emerged. “A contractor encouraged me to step out on my own,” Elvis said. “He promised his support and a steady flow of subcontracting work if I started my own business.” That push, combined with Stefany’s drive and organizational expertise, led to the launch of JBE Services – named after their first three children, Jaxson, Brianna, and Elany. They secured the necessary licensing, opened a business account at DCCU, and before long, the side jobs grew into a thriving operation.

As their business expanded, things started falling into place. They were hiring their first employees, preparing to move into an office space, and welcoming a new baby, Elvis, Jr. But in 2023, they faced a devastating setback. “In the span of a few months, we endured two heartbreaking personal losses,” Stefany said. “First Elvis’ father passed away, then my mother one month later.” Emotionally and financially strained, they questioned whether their business could survive. But they drew strength from their shared vision and the foundation they had built together. “We knew we had to push through,” Stefany said. “These things happen in life, but we couldn’t let them break us. We had worked too hard,” Elvis added.

As their business matured, so did the need for financial guidance. That’s when their relationship with DCCU deepened in a new way. “I remember sitting with DCCU Commercial Advisor Lang Smith, sharing the goals Elvis and I had for the future. He walked through everything with us and explained exactly what we eeded to do,” Stefany said. “That conversation was more impactful than he probably realized at the time.”

Today, JBE Services has grown to nine employees and continues expanding. They’re committed to creating a workplace where employees feel valued and customers are treated with honesty and respect. “Our goal was never to get rich, but to help people, provide quality service, and find ways to invest in the communities that helped shape us,” Stefany said. “One day, we’d love to offer scholarships to aspiring electrical and HVAC students,” Elvis added.

Elvis and Stefany’s story isn’t just about entrepreneurship – it’s about hope, resilience, and the power of having the right support at the right time. “Whether managing our personal accounts, meeting our business banking needs, or planning for the future, DCCU has been there for us every step of the way, and we couldn’t be more grateful,” Stefany said.

The Restos have a bright future and are well on their way to building the legacy they always envisioned.

Board of Directors Updates

Each year, the Governance Committee is tasked with preparing a slate for the upcoming election. In October, the Governance Committee presented a slate of two candidates for two open positions to the membership:

The “Nomination by Petition” period ended on October 31, 2025; however, no petitions were received and the slate stands as presented. Since there are two candidates for two openings, no ballot is required. The candidates will begin their new three-year terms following DCCU’s 2026 Annual Meeting.


In addition, the Board of Directors approved a recommendation from the Governance Committee for the following appointments:

  • Nicholas Dudley, Associate Director, Board of Directors
  • J. Samuel Rothrock, Associate Director, Board of Directors

These positions are one-year terms.
